This presentation explains the salient features of a novel Outcome-based Framework (OBF) that provides an alternative mechanism for assessment of academic programs as well as assessment and classification of HEIs based on their performance in 24 KPIs related to student success and institutional effectiveness. The presentation also explains how OBF has started to impact the strategic planning of HEIs for achieving the specified targets of various KPIs, thereby enhancing institutional effectiveness and student success.

This presentation examines how CSU Dominguez Hills uses program-level assessment to enhance institutional effectiveness and student success. Drawing from 2024–2025 assessment data across 53 programs, it addresses the challenge of “closing the loop” between learning outcomes and continuous improvement. Attendees will explore effective assessment measures, high-impact practices, and strategies for fostering a sustainable, evidence-based culture of improvement—gaining actionable ideas to strengthen assessment processes and promote meaningful institutional changes on their campuses.

Over the past decade, Sonoma State University has been cultivating a culture of continuous improvement grounded in meaningful assessment. Following WSCUC recommendations to deepen engagement in continuous improvement, the university replaced MOUs with measurable Action Plans, implemented Annual Program Reports to promote reflection and accountability, and embedded GE assessment into regular faculty workflows. Attendees will gain practical strategies to foster faculty ownership, meet system compliance requirements, and build sustainable assessment structures.
