Phong Yang's 35-year journey at Fresno State encompasses his experience as an undergraduate and graduate student, instructor of Hmong courses, staff member, and administrator. Immigrating to the U.S. at 14, Phong and his family made Fresno their home. After graduating from a local high school, he entered Fresno State as a first-time freshman, earning a bachelor's degree in French and a master's degree in Linguistics, focusing on Hmong Phonology.
Throughout his time at Fresno State, Phong had transformative moments with students, faculty, staff, and administrators, which inspired him to pursue a career dedicated to serving students. With over 20 years in Enrollment Management, he has held roles as counselor, associate director, director, interim associate vice president for Enrollment Management, associate vice president for Strategic Enrollment, and now serves as interim vice president for Student Affairs and Enrollment Management.
Phong’s commitment to supporting others is fueled by the profound impact a Fresno State education had on his life and that of his family. This dedication drives him to positively influence students and communities, ensuring they receive the same opportunities he was afforded. His approach is built on fostering relationships with partners who share his vision of transformative student success.
In addition to his leadership experience, Phong has spearheaded advancements in enrollment technology, having successfully implemented four customer relationship management (CRM) systems over the past 20 years. His expertise spans marketing, communication strategy, partnership development, program planning, cross-campus collaboration, and strategic planning.
As vice president for Student Affairs and Enrollment Management, Phong serves a team of 300 staff and 500 student employees across four main areas: Strategic Enrollment Management; Health, Counseling and Wellness; Dean of Students; and Academic Advising and Student Success. Above all, Phong is committed to serving the 24,000 students who place their trust and future in Fresno State.
