Shannon Swain serves as Superintendent for the California Department of Corrections and Rehabilitation (CDCR), Division of Rehabilitative Programs, Office of Correctional Education in Sacramento, California where she oversees 34 accredited adult schools and legal/recreational libraries inside California’s state prisons. She has over 35 years of experience working as a teacher and administrator in correctional education in a variety of settings. She has consulted internationally, and provided subject matter expertise to the Ministry of Justice in Chile, where she also trained Chilean Gendarmerie prison wardens in effective instruction for adult learners. In 2014, she was appointed by Governor Edmund G. Brown as Deputy Superintendent for CDCR, to provide fresh leadership for the 1663 teachers and administrators in CDCR’s institutional adult schools. In 2017, she was appointed as Superintendent, and reappointed by Governor Gavin Newsom. She leads the Office of Correctional Education overseeing Curriculum and Instruction for Adult Basic Education, Adult Secondary Education, Post-Secondary Education, Career Technical Education, Libraries/Law Libraries, Continuing Education and Special Programs. She has launched Professional Learning Communities, an exciting strategic plan, technology innovations and advances, a Distinguished School initiative, a leadership academy to address succession planning, and developed Transformative Correctional Communication to improve relationships and normalize pro-social communication between students and staff.
