Higher education institutions are navigating a shifting regulatory environment, with new federal rules emerging from the RISE and AHEAD negotiated rulemaking processes. In this interactive workshop, attorney Tony Guida and former Department of Education staff member Mike Powers will lead participants through walkthrough of what transpired in those negotiations—including major decisions, stakeholder tensions, and the adopted timelines—and then trace subsequent or forthcoming rulemakings. At the conclusion of the session, participants will be able to identify the implications for their own institutions and guide future planning and compliance. This session will help attendees move beyond uncertainty to strategic anticipation in regulatory change.
