Bio
Dr. Barbara Howard is an Assistant Professor of Education and the School of Education’s Director of Assessment and Accreditation. She also serves as the university Director of Institutional Effectiveness. As Director of Assessment and Accreditation, Barbara works closely with the Commission on Teacher Credentialing and the entire School of Education community to ensure good standing with the commission. In February 2021 she had the pleasure of shepherding the school through the CTC re-accreditation process for a full 7-year re-accreditation. As the Director of Institutional Effectiveness, she manages the university Program Review process and oversees the university assessment process.
Dr. Howard serves the university as the Chair of the Educational Effectiveness Committee which is actively involved in supporting the university’s assessment efforts for WSCUC. She also has the privilege of serving as an HSI Faculty Fellow, which is supporting the advancement of DEI initiatives on campus and as a volunteer for the Commission on Teacher Credentialing as a Site Visit Review Team Member.
Dr. Howard has had the pleasure of working with adult college students since 1986. She began her career in adult education as an academic advisor. When she left that position six years later to pursue her doctoral studies, she was director of three Bay Area centers serving hundreds of adult students. After completing her doctorate in International and Multicultural Education at the University of San Francisco, she resumed her work with adult students at a local community college, developing Corporate Education programs. In 1997 she and her husband relocated to Southern California where she worked at a two-year institution as the Director of the Weekend College program. After taking a few years off to stay home with her newborn daughter, Dr. Howard’s passion for serving the adult college student community brought her to Concordia University Irvine in 2004 when she opened Concordia’s Temecula Regional Center and was blessed to be able to teach and advise students in both the BA Degree Completion program Masters Degrees in Education. Currently, Barbara serves as a Dissertation chair and committee member for our Doctor of Educational Leadership students.
